Learning Goals

This unit provides an overview of how states conduct their international economic relations in
a global context. Thus, we provide students with a set of analytical tools that allow them to
understand the processes of negotiation and decision-making in their economic external
relations. We study the concepts, the institutional and functional issues and the relevant
theoretical frameworks for modern strategies of economic diplomacy, giving priority to the
processing of actual cases.
The goal is that, on the one hand, students acquire knowledge on practical and organizational
models and actions of multiple vectors of economic diplomacy and, on the other, develop
functional skills to support decision making.

1. The importance of Economic Dplomacy in a multipolar and globalized world.
2. Multilateralism, Regionalism and Minilateralism: the challenges of global governance.
3. The conceptual framework and theoretical approaches for Economic Diplomacy
4. Public Policy and the as a tool to promote the economies internationalization and
competitiveness.
5. 5. The main vectors of Economic Diplomacy: Action dimensions, strategies of actors and
organizational models.
6. Economic Diplomacy of the European Union: the rationality of its operation to its
effectiveness.
7. The institutional architecture of the Portuguese Economic Diplomacy.
8. Future Challenges of Economic Diplomacy.

Teaching Methods

Contact hours will comprehend both presentations of the syllabus’s topics and applied work,
mainly devoted to the analysis of case studies. The different topics will be presented through
the analysis of articles and reports where such theoretical and empirical frameworks were
applied. Some sessions will be devoted to the monitoring, presentation and discussion of the

work developed by the students, which reflects their contact with the methodologies of
scientific research. The evaluation in this curricular unit will thus comprise two components:
practical work and a final test.
