Learning Goals

Objectives: To inform the students of the principles, methods and techniques that rules the Environmental Impact Assessment in the field of Heritage. Show how the estimation of this sectoral impact should be part of a general environmental impact assessment process. To give the students a historical perception about the Environmental Impact framework in the Environment and Spatial Planning policy. Inform about basic legal tools for Spatial Planning.
Skills: This course aims to enable students to understand the Environmental Impact Assessment (EIA) process and, in particular, to give them the skills to participate in Environmental Impact Studies (EIA) in the specific field of Heritage. It is also intended that they be endowed with a better critical capacity in the application and development of methodologies and techniques for the evaluation of impacts in this sector and the basic legal tools of Spatial Planning

Contents

1 Introduction to the concepts of Environmental Assessment and Sustainability - the concepts of disturbance, naturalness and artificiality.
2 The concept of Environmental Impact Assessment within the framework of the concept of Environmental Management.
3 The legislative framework of Environmental Impact Assessment: National and Community legislation. Specific legislation in the field of Heritage. Critical review of existing legislation.
4 Environmental Impact Study: General Steps
5. Specific methodology for estimation of the impact on Heritage
6. Post-Assessment in Environmental Impact: assessment of compliance, monitoring and audits;
7. Basic legal tools in Spatial Planning: PDM, PROT, REN, RAN, NATURA 2000 Network, National Plan for Spatial Planning Policies (PNPOT).

Teaching Methods

- Oral transmission of knowledge with the support of audio-visual methods. Use of Information and Communication Technologies (ICT) for research and exploitation of information. Debates with the students. Individual and collective sessions to support monographs and group work.
- Continuous evaluation should be carried out through the elaboration of a practical work (80%) and the participation of the students in the classes (20%).
